Some believe the Rooney would never have been able to perform at Chelsea, and would instead have struggled to adapt.

Arsenal Manager, Arsene Wenger condemned the move as unfair on Thursday and Manchester City Manager, Manuel Pellegrini, has today expressed his objection to the rule which allow a player to switch clubs competing in the same league midway through the season.

Chelsea later confirmed officially on their website that an agreement has been reached with Manchester United for the transfer of Juan Mata. "The move is subject to a medical and the agreement of personal terms." Chelsea said.
At the same time, Chelsea confirmed that they have also agreed terms with AC Milan for the transfer of Michael Essien to the Serie A side.
Another official statement by Chelsea said "Essien has travelled to Italy and the completion of the move is subject to him agreeing personal terms with Milan and passing a medical examination."
