He was unveiling what he called 10 point development plan driven by China's growth during the Summit with African countries in South Africa called Forum On China-Africa Cooperation
But the announcement is being greeted with suspicion as some people say China has an ulterior motive and that the country stands to gain more than the African countries.
Speaking on the Voice of America, Eric Chinje, the Chief Executive Officer of the African Media Initiative, Kenya, who just returned from the summit said the announcement was not yet very clear as to what exactly the money is being directed to and that it would depend on what Africa wants for itself.
But according to President Xi Jinping, China wants a relationship of equals. It would be the second time in two weeks that the Chinese President will highlight that his country wants a win-win situation from multi-lateral arrangements.
Speaking at the Paris Climate Conference, President Xi Jinping also insisted he would like the outcome to be a win-win for all nations including African countries. He said he would like to see a situation where technology would be transferred to African countries.
Earlier the Chinese President was reported to have told Zimbabwean President to consider quitting, haven been in power for so long during their meeting.
