UKraine: Russia To Submit Draft Resolution To The Security Council

Russia is to submit a draft resolution to the UN Security Council, according to Foreing Minister, Sergey Lavrov.

Speaking to the media today, Lavrov said Russia was concerned with developments in southeastern Ukraine where "people die every day and civilians suffer from attacks by the army."

The foreign Minister said it was unfortunately that the Western media are silencing such reports, [and instead] producing a different image of the situation in southeastern Ukraine.

He said the West argued that the tensions would calm after elections in Ukraine, but quite the opposite is currently being witnessed.

He said Russia strongly believes that everyone must "focus on the unconditional fulfilment of the Geneva Statement on Ukraine and the OSCE roadmap," adding "In order to ensure that these documents are implemented Russia intends to submit a draft resolution to the UN Security Council.

The foreign Minister said the draft resolution will contain requirements to immediately stop the violence and start talks to put an end to the hostilities, and that it will also contain a requirement to create humanitarian corridors without delay.

He said Russia was calling on the UNSC to ensure that civilians can freely leave the conflict zone and for the unhindered delivery of humanitarian aid.

Lavrov said Russia was "Reaffirming the Geneva Statement’s validity and other standards of international humanitarian law by UNSC is a matter of principle," adding "Russia has deliberately spelt out its initiative in a depoliticised manner, in an effort to alleviate civilian suffering."

He said he hopes that the UNSC will understand the humanitarian nature of Russia's initiative and will follow-up on it.

He was speaking to the media on a range including Syria and Mauritania with which he said Russia has agreed to step up bilateral ties, especially in trade and economy with the West African nation, while supporting their efforts to prepare for the upcoming presidential election "in a stable, sustainable and open manner."

He made the statements during talks with Mauritania FM which were held against the background of the 50th anniversary of diplomatic relations between Russia and Mauretania.
